Budget part of legislative update

This week, conference members were assigned to bills the Senate and House members could not agree on. Conferees from the House and Senate began meeting to work on bill language, in hopes of reaching an agreement.

The deadline to file conference reports on Appropriations and Revenue bills was 8:00 p.m. on Saturday, March 29. The deadline for filing conference reports on general bills was March 31. With deadlines back-to-back, the Legislature and staff worked through the weekend.


The Joint Legislative Budget Committee (JLBC) met this week to adopt revisions to the Fiscal Year (FY) 2014 General Fund Revenue Estimate and the FY2015 General Fund Revenue Estimate. Committee members voted to adopt the revisions to FY2014, which was $149.9 million more than the November revised estimate. Committee members then voted to adopt the changes to FY2015 for a total of $5.5 billion, which is $97.7 million more than the November estimate. House and Senate members continued their discussions throughout the weekend regarding the Fiscal Year 2015 budget. I will update everyone on the status of the budget next week.

Drug Testing TANF

House Bill 49 was signed into law by Governor Bryant. This bill requires drug testing for certain Temporary Assistance for Needy Families (TANF) recipients who have been screened.

Youth Concussion Law

House Bill 48 known as the Youth Concussion Law was signed into law by Governor Bryant. This bill will protect students (grades 7 through 12) with concussions from participating in school-sponsored events. Students will only be allowed to resume participation in the event after being cleared by a health-care provider.
