The city of Louisville held its first budget hearing for the upcoming 2012-13 year.
Beth Edwards of the Winston County Library was the only person to address the board in the hearing.
Edwards outlined the benefits of the library and requested funding for the upcoming year.
Edwards explained that from April to July that 18,662 items were checked out from the library averaging about 6,221 items a month. She added the library received about 7,940 visitors a month which was 23,819 persons from April to July.
“These are the times when libraries are used the most since are services are free,” said Edwards.
She explained that computer usage averaged 861 users a month with many taking classes and creating resumes on the computers.
“Our cost continue to go up,” said Edwards who requested a budget increase from the city if possible.
Edwards also highlighted the successful summer reading program and the ongoing teen program.
Mayor Will Hill noted funding depended upon the city’s receipts.
“Receipts are key,” said Hill.
“This group has always been so supportive of the library,” said Edwards.
The board discussed other cities that put a set millage in place for the library but took no action in the meeting.
In the regular board meeting, the aldermen: Adopted a resolution to apply for a Rural Business Enterprise Grant to expand a hanger at the airport for Delta Aviation. Approved paying invoices for work at the airport using FAA grant funds.
Approved the sale of land adjoining the old Louisville Brick Company to MS Property Investments LLC. The city will transfer the payment funds to Mississippi Development Authority in the amount of $52,268.65 and 30 percent in the amount of $22,400.85 to Winston County Economic Development Partnership. The company purchased all the former Louisville Brick property but the city only owned a portion of the property.
Acknowledged the transfer of forfeited tax land from the State of Mississippi to help the Louisville Rail Car project. Discussed several unclean properties actions.
Approved the docket of claims for $128,546.14.
Paid $7,475 to ETCA for annual groundwater testing at the landfill to be paid from landfill funds.
Received $4,113.10 from Red Hill Salvage, LLC for insurance on Georgia Pacific building.
Tabled paying the Policy Center for annual insurance premium of $26,000 until could be further reviewed.
Approved training for three city employees.
Reappointed Frances Edwards to Historic Preservation Board.
Discussed problems with residents not following the large item pickup rules and the problem with rental properties not being kept clean and maintained. Cody enforcement officer Jody Fulton noted the city is developing a system for warning and fining violators of the unclean ordinance.
The large item pickup occurs once a month, the last Thursday of each month and citizens should sign up for the pickup of items at city hall.

Aldermen will hold its regular meeting August 21 with a budget work session prior to that.
