After 20 years of litigation, two years of negotiations and one
signed paper, Jake’s Recycling will move from its present location.
Jake’s Recycling will move to property near Fire Tower Road after
exchanging property near Railroad and Cagle and near Mett’s. Jake
Rich owner of Jake’s Recycling agreed to the land swap dollar for
dollar and then purchased additional city acreage adjoining the Fire
Tower Road property for $20,000.
In all Rich will have 131 acres and the city received all of Rich’s
property on Cagle and Railroad and all of Rich’s property near Mett’s
“This has been a work in progress for over 2 years,” said Louisville
Mayor Will Hill.
The city property exchanged and purchased by Jake’s was received by
the city from a payment on a Mississippi Development Authority loan.
The MDA approved the land swap and land purchase by Rich.
In order to give Rich and his family time to move the business to the
Fire Tower Road property, the city will lease Jake’s Recycling most
of the present property. Portion of the property will be leased to
Jake’s for 12 months and another portion will be leased for 24
months. Rich and his family will have an opportunity to begin site
work on the new property and remove all the items from the present
recycling sites with the length of the lease.
“This is a good value for Jake’s and fits the city needs,” said Mayor
Hill. “The board of aldermen has been supportive and patient with the
negotiations and the plans.”
It is the fist time in 20 years Jake’s Recycling will be in good
standing with the city and not in litigation with the city. The
present cases by the city on file against Jake’s were set to be

Rich anticipates getting the move and new site ready started soon and
has plans to create several business opportunities at the new location.
“The scrap yard comes first but we plan to expand,” said Rich.
He added that he had been battling the city since 1992 to expand his
business but had ran into opposition and the problem of being locked
into the space he had at his present location along with zoning issues.
“Thanks to Will (Mayor Will Hill) we can begin to do something,” said
“This will give my daughter and son a chance to begin taking over and
grow other businesses,” said Rich.
So, one business may grow into more and what once some considered a
detraction may soon added even more to the community.
